Am I being rate limited?

Was wondering if I was being rate limited. Or if there are issues with the system right now

I’m trying to run a download of the photos I uploaded as a test. I got to about 19000/19998 done and then it started throttling. Stopping as low as 0b per seconds for a few minutes then starting back up again and it did that until 19990 and then it got unbearable like 20min per 2 files before locking again. For the last 2 files so 19996/19998 it just stopped for hours. I stopped it and tried running any other type of request and i just got the warning that it was locked so i would imagine it did not disengage the previous lock it had placed.

The total amount i downloaded was 44GB and I was using a connection window of 1000. I verified what type of files were struggling and they were just regular photo type files like jpg and tif which multiple other examples had already been downloaded. So I’m either guessing that it was throttling because I triggered a safe guard or something else.
