Can not download a file!

I'm trying to download ONE file for 12 hours!
When the file finishes downloading - it will start again from the beginning! What nonsense?! How can I get my file back?

I don't know what's going on, but just now I was finally able to download my file! One hour for one downloading. Oh my god, I did it! Maybe I was able to because I cleared the cache and data in the browser?
